Cazeus is reachable from Quebec and its own site does not name Quebec or any other province specifically, but Cazeus is not Loto-Quebec's Espacejeux and is not licensed by any Quebec or federal Canadian authority. Our main review covers this in depth, but the short version: Cazeus's own site names an AOFA licence under an entity called Winstar N.V., while independent portals variously report a Costa Rica licence under Luxinero Group, PAGCOR, or Anjouan - and one portal found no licensing information at all. We could not resolve which of those, if any, is currently accurate.
None of those jurisdictions has any relationship with Quebec or with Canada's federal gaming framework. There are genuine five-star reports mixed in too, so the picture isn't uniform, but the pattern is real and recent enough that we'd flag it regardless of province. In Quebec specifically, where the regulated alternative from Loto-Quebec exists precisely to avoid this kind of dispute, that pattern is one more reason to start with a small deposit and a small first withdrawal rather than test the relationship with real money at stake.
